The sniper practically turned himself in or they might still be trying to catch him. They were not organizing the local community areas in effective ways to catch the sniper in the act.

Only effective preemption entrapment proactive actions will yield the desired results. Reactive measures are much less effective in capturing a sniper.

All members of the community including the economic business interest sector must be involved in the local preemptive strategy measures.

First, each local community area must be evaluated in respect to the opportunities that are presented to the sniper. Then a strategy is developed to preempt and entrap any sniper attempt, with counter-snipers and other instant command armed law enforcement. The entrapment plan is thoroughly reviewed by all members of the local Special Forces.

Second, the most effective instant communications technology tools must be used to coordinate an instant collective properly empowered response to seal off the sniper from any possible escape in case the initial counter-sniper can not immobilize the sniper.

Third, this preemptive planning must be accomplished in every local community that will more than cover the probable areas of sniper attacks.

Fourth, all citizens must be instructed via the mass media how to look for and report any genuinely suspicious activities.

If there are not sufficient law enforcement personnel in the local communities then creditable, competent citizens ought to be deputized and trained to a level to meet the sniper threat head-on.

Counter-sniper strategies will yield far better results than mere non-proactive reactionary measures that permit surprise attacks by the sniper.

The media needs to be more cooperative; both in delivering needed information, as well as keeping secret the preemptive strategies that may be employed.

These strategies can be effective in other terrorism threats, as well.
